will serve to record dates and notes resulting from visits

made by the Police and Harbour Officers.

Fishing Junks carry on an illicit trade in

salt under the plea that salt is required for curing fish. This

may beố checked. Fish curing establishments exist on many

Islands near the coast and on the mainland near fishing grounds

and where salt is manufactured. District Officers should as-

-certain what curing establishments there are in their district

and how the salt supply is met; then ascertain how much of this

industry is carried on on board and what fixed quantity of

salt should be allowed on board to meet the trade. The Imperial

Maritime Customs would no doubt help to complete the enquiry. In

my opinion, junks do not cure fish and the salt they require is

what they need for the crew.

There is a class of boats that acts as tenders to

the fishing fleet to bring the fish to the markets. These should

sail under a Trading Junk Licence, clear for the fishing ground

under a "Special Permit" (Clearance), deposit the Certificate

of Registry with the Harbour or its Subsidiary Office (while

so engaged) and report each trip, supplying, as near as

possible, the weight and value of fish brought in.

High Fishing Junks having no valuable goods on

board are free from piratical attacks and consequently do not

require to carry more than two rifles with fifty rounds each

and no other arms.

It is difficult to limit the size of Fishing

Junks that may fish outside the waters of the Colony, especially

West of Hongkong. During certain seasons of the year only large

deep sea fishing junks leave Colonial Waters for any great

distance. At other times smaller boats go out in fleets of

quite a number assisted by large junks which drag the nets

and the smaller crafts assist in hauling them up.
